Xing Ling Clinches Exclusive Distribution Rights for Made-In-Singapore Classic TCM Formulations

Singapore’s Xing Ling and Union Chemical & Pharmaceutical Pte Ltd inked an important contract with China’s Shanxi Tianluda Pharmaceutical Co., Ltd on 12 September 2007 in a signing ceremony and lunch held at the Excelsior Hotel, Singapore.

With this deal, Tianluda will supply raw ingredients which Union will utilise to manufacture into a range of classic TCM formulations widely used by Chinese Physicians worldwide. These formulations will be exclusively distributed by Xing Ling, first to the Singapore market and later to overseas markets. Union is in the process of registering the first batch of 42 formulations in Singapore, while manufacturing activities will commence by last quarter 2007, to be ready for sale by first quarter 2008. The selection of the first 42 formulations was based on an earlier survey done with local physicians where they were ranked amongst the most widely used. Tianluda has set up a local company, Harmony Pharma Pte Ltd, to handle all Singapore and overseas operations outside China.

The Guest-of-Honour gracing the occasion was Singapore’s Economic Development Board (EDB) Deputy Director of Asia Pacific Operations Mr Lim King Boon. Also present was EDB’s Executive Ms Vanessa Ng. In his speech, Mr Lim commented, “Singapore is an ideal launch pad for TCM into the world market because we not only offer a stable business environment, good infrastructure, and employ international business standards, our large and relatively well-to-do population of local Chinese, comprising 77% of our total population, also makes Singapore an ideal testing ground for new product launches. Singapore’s acceptance of a new TCM brand gives a good indication of global acceptance.” Mr Lim’s full speech (in English and Mandarin) can be viewed below.

The Memorandum of Understanding was signed by Tianluda’s President Mr Lu Conggang, Xing Ling’s Managing Director Mr Erik Ng, and Union’s Business Development Director Mr Jason Chan. Tianluda had sent a delegation of six to Singapore from 9 to 15 September 2007 to assess local market conditions and finalise administrative arrangements, culminating in this signing cemerony. Led by Tianluda’s President Mr Lu Conggang, the Chinese delegation comprised a Shanxi government official who is Director of Science and Technology Mr Yao Zhen, a Shanxi banker Mr Cai Weidong, and key staff from Tianluda including its CEO Mr Yang Qingwen, Deputy CEO Ms Lu Yan and factory director Ms Bai Yufeng.

The signing ceremony was also attended by Xing Ling’s Chairman Mr Julian Sandt, key staff of Xing Ling, Union and invited guests.

Speech by Mr Lim King Boon, Deputy Director (Asia Pacific Operations) of EDB at the Signing Ceremony

Good afternoon everybody. I’m Mr Lim King Boon from the Economic Development Board or EDB.  It is my great pleasure here to witness today’s signing ceremony. We at EDB warmly welcome the joint cooperation between Shanxi Tianluda and two of our Singapore companies Xing Ling and Union.

Your joint venture is timely as demand for Chinese herbal products is surging worldwide. More and more people are choosing to move away from Western chemical-based medication towards TCM plant-based alternatives, as TCM has less side effects but is equally effective, especially for treating chronic ailments. As such, China’s pharmaceutical sector is now the world’s fastest growing, expanding by over 18 percent in value per year, and was worth nearly 96 billion yuan (S$19.4 billion) in 2004, according to the Vice Minister of Science and Technology Liu Yanhua.

We are glad that Tianluda has shown confidence in Singapore by investing here. At present, six of the world's top 10 pharmaceutical companies have manufacturing facilities in Singapore. Singapore is an ideal launch pad for TCM into the world market because we not only offer a stable business environment, good infrastructure, and employ international business standards, our large and relatively well-to-do population of local Chinese, comprising 77% of our total population, also makes Singapore an ideal testing ground for new product launches. Singapore’s acceptance of a new TCM brand gives a good indication of global acceptance.

Singapore is already an international medical hub, with increasing large numbers of tourists coming here to seek medical treatments as well as to see our country. Medical tourism is a big business for Singapore.  We are well on our way to achieve our target of drawing one million medical tourists in 5 years. Last year, we had 555,000 medical tourists spending a record S$1.3 billion (6.4 billion yuan). I quote my Minister of State for Health Mr Heng Chee How. In his Budget Speech delivered in March this year, he said that “Developing TCM would enhance our position as an international medical hub and help with the Singapore Medicine initiative. Singapore is well-placed to do this because of our recognised strengths in Western medicine and our proximity and close links to countries like China and India which have strong roots in traditional medicine.”

In fact, according to Raffles Hospital, one of our local private hospitals, Singapore’s demand for TCM has tripled over the last 2 years and consequently, Raffles Hospital had to expand its facilities to support the use of TCM in its inpatient settings. Its TCM clinic treats both Singaporeans and foreign patients, and gives them an option to choose TCM over Western medication, or to combine both treatments.

One reason for increased local TCM demand is Singapore’s strong emphasis on quality and safety. The systematic training and certification of local Chinese physicians have boosted their credibility and this gives confidence to patients. Having foreign Chinese physicians of high standing coming here to practice also contributes positively.

Xing Ling has rapidly established itself amongst the local Chinese physicians as a credible company offering a range of quality Scientific Chinese Medicine (SCM) that marry Science with TCM, by using Western pharmaceutical methods to study, test and process TCM formulas. These SCM faced resistance in the local market at first, as physicians were quite comfortable in their old ways of mixing and matching their own herbs. But with persistence, Xing Ling’s sales team managed to convince them on the clinical efficacy of its first SCM, Kardigen (
活血珍), which has strong scientific backing as it was the fruit of a 7-year joint research project between the National University of Singapore and Shanghai’s prestigious Fudan University. Xing Ling is also known for its ‘branded’ TCM products, most of which are established top sellers in China. In short, Xing Ling only deals with credible Chinese pharmaceutical companies and this in turn inspires confidence in the local physicians. I am certain that with Xing Ling taking on the distribution of Tianluda’s products, they will do a good job given their excellent track record.

Union Chemical is also ideally place to tap on the TCM surge in the area of contract manufacturing. Today, a product bearing the ‘Made in Singapore’ label is highly regarded, as people around the world know that Singapore adheres to the highest standards of manufacturing. As such, a ‘Made in Singapore’ product is considered a quality item, and will thus command a premium price.

大家下午好。我是新加坡经济发展局副署长林敬文。非常高兴能够在此见证今天的签字仪式。对于山西天陆达和杏林、友联两间新加坡公司的合作项目,我代表经济发展局, 表示热烈的祝贺,以及衷心的关注与支持。

 由于全球中药产品的需求量不断上升,贵公司们的此项合资项目非常的及时。如今,越来越多的人选择不使用西方化学型药物,而转用以植物为原料的中药。这其中的主要原因在于使用中药的副作用比较少,但效果却是一样,对于治疗慢性疾病更是如此。基于这种情况,中国的医药品市场是全球增长最快的,年增长率逾百分之18。根据科学技术部的统计,其市场在2004年时总值接近人民币96亿元(新币$19.4亿)。

 我们非常欢迎,也非常高兴天陆达在新加坡进行投资。这表示了天陆达对我国投资环境充满信心。目前全球顶尖的十大制药公司当中,就有六家已经在新加坡设有生产基地。新加坡不但能够提供安全与稳定的商业环境、拥有良好的基础设施以及遵守国际商业游戏规则,同时新加坡总人口的百分之77是属于华族,这使新加坡自然而然的成为一个适合推出新药品的试验地,是将中药推广到国际市场的一个理想跳板。新加坡对于新品牌中药的接受度也就是代表国际市场接受度的最佳指标。

目前许多海外游客除了到新加坡观光以外,也到新加坡求医,同时这些游客的数量正在大幅度的增加。由此可见,新加坡已逐步成为一个国际医药的枢纽。对新加坡而言,医疗旅游业具有庞大的发展机会。我们的目标是希望在五年内吸引一百万名医疗旅客。去年,新加坡共接待了55.5万名医疗旅客,其总消费是新币1.3亿(人民币6.4亿元)。我国卫生部政务部长王志豪先生曾经在今年三月的预算案演辞中表示:“发展中药将能够提升我国国际医药枢纽的地位,并帮助开创‘新加坡国际医疗’计划。我国在西医药方面的优势所受到的国际肯定与认可,以及我国和中国、印度等一些在传统医药方面具有深厚根基的国家,在文化及血缘上非常接近,并且保持着紧密的联系,使得新加坡具有特殊的条件利于这方面的发展。”

事实上,根据莱佛士医院提供的信息,新加坡对中药的需求量在两年内增长了三倍。本地在中药方面的需求量增加的其中一个原因在于新加坡非常重视质量及安全。本地中医师的系统化培训及资质鉴定机制大大的提高了他们的可靠性,给予病患者充分的信心。由于这样的缘故,莱佛士医院已扩充其设备,以便应付其住院病人使用中药。莱佛士医院的中药诊所为新加坡及来自海外的病人提供医疗服务,让他们从中选择中药或西药,或结合两种医药进行治疗。

杏林售卖的一系列使用西方制药方法进行研究、试验及对中药配方进行加工的科学中成药,已在本地中医师心目中建立起可靠的公司形象。刚开始时,由于医师们都安于依照自己原本调配药材的方式,因此这些科学中成药在本地市场并不受到欢迎。但是经过坚持不断地努力,杏林的销售部门成功地说服了医师们有关他们第一项科学中成药,“活血珍“,的临床疗效。“活血珍“是新加坡国立大学和有名的上海复旦大学联合研究了七年的成果,因此拥有坚固的科学依据。此外,杏林也以其“名牌”中药出名,而这些“名牌”中药大多在中国境内已建立了相当高的销售量。依照杏林的优秀业绩,可以肯定杏林接手销售天陆达的产品后必定会做出一番好成绩。

在外包生产方面,友联也是天陆达的理想伙伴。新加坡制造绝对是符合最高要求的生产质量规范。这已经是大家所认可的事实。拥有“新加坡制造”标签的产品都备受好评。因此“新加坡制造”的产品被认为是优质产品,可以以品牌溢价出售。

最后,我代表经济发展局再次祝贺天陆达、杏林以及友联合作成功。谢谢大家。
